Tr\u00e8s chers Confr\u00e8res dans l\u2019\u00c9piscopat, \u00c9v\u00eaques de l\u2019\u00c9glise de J\u00e9sus\nChrist qui est au Canada,<\/p>\n\n\n\n

Je suis heureux de vous saluer fraternellement,\nbien content comme toujours et une fois de plus de cette opportunit\u00e9 d\u2019\u00eatre\navec vous et de partager avec vous les joies et les d\u00e9fis qui font partie de\nnotre minist\u00e8re \u00e9piscopal.<\/p>\n\n\n\n

As on\nother occasions, I have to say that my first words are words of thanks.   I thank you for your fraternal friendship as\nbrother bishops.   I thank you for the\nmany forms of concrete help that I receive: your advice; your correspondence\nincluding the promptness with which you reply to my letters; the invitations to\nvisit your dioceses and for the hospitality that you always extend to me.  And I thank you for the ministry you carry\nout in strengthening and building up the Church in Canada.  <\/p>\n\n\n\n

Audience avec le Saint-P\u00e8re et son message aux\n\u00e9v\u00eaques du Canada<\/strong><\/p>\n\n\n\n

Le 29 ao\u00fbt dernier, \u00e0 la fin de mes vacances, j’ai\neu la joie d’\u00eatre re\u00e7u en audience par le Saint-P\u00e8re. \u00c0 ma grande surprise,\nj’ai r\u00e9alis\u00e9 que j’\u00e9tais attendu. Le pape Fran\u00e7ois avait en effet pr\u00e9par\u00e9 un\nenveloppe-cadeau contenant plusieurs livres, qu\u2019une fois assis il m\u2019a donn\u00e9\ntout de suite. Il s’\u00e9tait rappel\u00e9 que l’ann\u00e9e derni\u00e8re, je lui avais moi-m\u00eame\ndemand\u00e9 le don de certains de ses livres (d\u00fbment sign\u00e9s par lui). Se souvenant\nde mon d\u00e9sir d’il y a un an, il avait lui-m\u00eame pr\u00e9par\u00e9 en anticipation les\nlivres. Vraiment, l’amour sait pr\u00e9venir, anticiper ; l’amour sait attendre. Cette\nexp\u00e9rience avec Papa Fran\u00e7ois m’a profond\u00e9ment touch\u00e9e.<\/p>\n\n\n\n

L\u2019audience a \u00e9t\u00e9 une demi-heure de dialogue intense :\npaternel, fraternel, filial. Sachant que dans quelques semaines j\u2019aurais \u00e9t\u00e9 avec\nvous pour cette Assembl\u00e9e Pl\u00e9ni\u00e8re, je Lui ai demand\u00e9 s’il avait un mot, une\npens\u00e9e pour vous. Spontan\u00e9ment, il m’a dit : “Qu’ils soient Pasteurs, Pasteurs\navec joie !”. C’est pourquoi je vous offre cette parole du Pape Fran\u00e7ois :\n“\u00catre Pasteurs, Pasteurs avec joie”.<\/p>\n\n\n\n

The \u201cJoy of the Gospel\u201d, of which we are ministers\n(Eph 3,7; Col 1,23), requires that it must be proclaimed and witnessed by\n\u201cPastors with joy.\u201d  Is it possible to be\n“Pastors with joy” when every day we are called to cope with\ndifficulties that tire us out and that do not have simple solutions?  Yes, it is possible!  First and foremost because each one of us can\nsay in serene confidence that he has been called by the Good Pastor:  \u201cIt was not you who chose me, but I who\nchose you and appointed you to go and bear fruit that will last<\/em>\u201d (John\n15:16).    It comes to mind in this\ncontext, the experience of Pope Benedict XVI when in the Conclave of 2005 he\nrealized that he was on the way to being elected.  As he recalled in his book interview \u201cLight\nof the World<\/em>\u201d: \u201c…from the moment this burden weighed on me, I could\nonly say to the Lord: \u2018what are you doing with me?\u2019  Now it is You who bear the responsibility;\nyou must guide me!  I cannot.  If you wanted it from me, then you must help\nme too!  In this sense, I was, we could\nsay, in a relationship of constant dialogue with the Lord:  if He chooses me, He must also help me<\/em><\/strong>\u201d\n(cf. p. 20).  <\/p>\n\n\n\n

This is also the experience of Pope Francis, as\nexpressed and contained in his motto \u201cMiserando\natque eligendo<\/em>\u201d.  \u201cI am\u201d \u2013 says\nPope Francis \u2013 \u201ca sinner on whom the Lord has turned his gaze.  And this is what I said when they asked me if\nI would accept my election as pontiff.\u201d\u2026 \u201cI am a sinner, but I trust in the\ninfinite mercy and patience of our Lord Jesus Christ, and I accept in a spirit\nof penance<\/em><\/strong>.\u201d (Interview with Pope Francis, by Father Antonio Spadaro,\nS.J., 19th<\/sup> August 2013).<\/p>\n\n\n\n

The voice of the Good Pastor who has reached us with\nhis call, and his gaze on each one of us \u2013 on me and on you \u2013 a gaze which is\nat the same time one of mercy and one of confident election (\u201cMiserando atque eligendo<\/em>\u201d): this is the\npermanent reason for the joy of the Pastor. <\/p>\n\n\n\n

La joie d’\u00eatre \u00e9v\u00eaque s’exprime dans la joie\nd’\u00e9vang\u00e9liser. L’identit\u00e9 de l’Eglise est en fait celle d’\u00e9vang\u00e9liser. Le pape\nFran\u00e7ois l’a rappel\u00e9 encore r\u00e9cemment (le 2 septembre) aux Ev\u00eaques du Synode de\nl’\u00c9glise Catholique Ukrainienne : \u00ab Et quelle est l\u2019identit\u00e9 de l\u2019\u00c9glise ? Saint Paul VI l\u2019a dit\nclairement: la vocation de l\u2019\u00c9glise est d\u2019\u00e9vang\u00e9liser ou plut\u00f4t: son identit\u00e9\nest d\u2019\u00e9vang\u00e9liser \u00bb. Il convient de lire et de m\u00e9diter \u00e0 nouveau la splendide Exhortation\nApostolique du Pape Paul VI Evangelii Nuntiandi<\/em> qui termine avec\nl\u2019exposition des caract\u00e9ristiques des \u00e9vang\u00e9lisateurs. Ceux-ci, les\n\u00e9vang\u00e9lisateurs – avant tout nous-m\u00eames, les \u00e9v\u00eaques \u2013 sont exhort\u00e9s \u00ab \u00e0 prier sans cesse l\u2019Esprit Saint avec foi et ferveur\net \u00e0 se laisser prudemment guider par lui comme l\u2019inspirateur d\u00e9cisif de leurs\nplans, de leurs initiatives, de leur activit\u00e9 \u00e9vang\u00e9lisatrice<\/em> \u00bb (75) et sont appel\u00e9s \u00e0 \u00eatre : T\u00e9moins\nauthentiques<\/em><\/strong> (76), Artisans d’unit\u00e9<\/em><\/strong> (77), Serviteurs\nde la v\u00e9rit\u00e9<\/em><\/strong> (78), Anim\u00e9s par l’amour<\/em><\/strong> (79) Avec la\nferveur des Saints<\/em><\/strong> (80) \u00bb.<\/p>\n\n\n\n

During the Audience there was also a moment when the\nquestion was raised about my mission in Canada:   I will tell you, briefly, that Pope Francis\nhas invited me to continue.  I welcomed\nwith joy this decision, which manifested to me with clarity, the will of\nGod.  I wish also to confess that never\nbefore as in these days, am I sensing that to be Apostolic Nuncio in Canada is\na mission that far exceeds my abilities. \nI must therefore, like Pope Francis, say to each of you:  please, do not forget to pray for me!<\/p>\n\n\n\n

Expression d\u2019appr\u00e9ciation pour les travaux de la\nConf\u00e9rence<\/strong><\/p>\n\n\n\n

Je saisis cette occasion pour exprimer mon\nappr\u00e9ciation et ma gratitude \u00e0 S.E. Mgr. Lionel Gendron, qui est en train de\nconclure son mandat comme Pr\u00e9sident de la CECC [\u2026]<\/p>\n\n\n\n

Mes remerciements vont \u00e9galement au Comit\u00e9 Ex\u00e9cutif\nsortant qui a servi la Conf\u00e9rence avec autant de d\u00e9vouement et de g\u00e9n\u00e9rosit\u00e9.\nD\u00e8s maintenant j\u2019assure ma pri\u00e8re et j\u2019offre mes meilleurs v\u0153ux et ma\ncollaboration au nouveau Comit\u00e9 Ex\u00e9cutif qui sera form\u00e9 cette semaine.<\/p>\n\n\n\n

I commend the Conference for its many initiatives\nwhich are bearing much fruit for the good of the Church in Canada.  In particular I think of the work being done\nto support health care providers in the face of the legalization of physician\nassisted suicide, the ongoing work of the Bishop\u2019s Working Group for\ncoordinating Indigenous Initiatives and the continual effort to ensure\nResponsible Ministry and the protection of minors and vulnerable Adults as the\nConference continues its work of implementing the 2018 Guidelines.  As I said in my address on the Feast of the\nPope in June of this past year and which brought together representatives of\nthe different levels of government, members of the diplomatic community as also\nfrom various religious denominations and the wider community:  \u201cI am very pleased to note that the\nprotection of minors has been a major priority of the Church in Canada since\nthe 1980\u2019s.  The historical engagement of\nthe Canadian Conference of Catholic Bishops (CCCB) in the area of prevention\nremains relevant and valuable to this day. \nTheir recent document \u201cProtecting Minors from Sexual Abuse:  A Call to the Catholic Faithful in Canada for\nHealing, Reconciliation and Transformation<\/em>\u201d is a most valuable resource for\nCatholic Bishops and Religious Superiors in Canada and around the world.  It was held up as a best practice at the\nimportant meeting at the Vatican last February\u201d (Address for Feast of the Pope, <\/em>27th<\/sup> June 2019).   \n<\/p>\n\n\n\n

Initiatives du Saint-Si\u00e8ge cette derni\u00e8re ann\u00e9e<\/strong><\/p>\n\n\n\n

Dans la Rencontre des Pr\u00e9sidents des Conf\u00e9rences Episcopales\net des Sup\u00e9rieurs Majeurs des Religieux tenu en f\u00e9vrier \u00e0 Rome, le Pape\nFran\u00e7ois n’a pas h\u00e9sit\u00e9 \u00e0 faire face \u00e0 un examen de conscience n\u00e9cessaire \u00e0 l\u2019Eglise\nsi elle veut r\u00e9pondre \u2013 comme il se doit \u2013 au \u00ab cri des petits qui demandent justice \u00bb. En effet, il a observ\u00e9 \u00ab Le poids de la responsabilit\u00e9 pastorale et eccl\u00e9siale\nqui nous oblige \u00e0 discuter ensemble de mani\u00e8re synodale, sinc\u00e8re et approfondie\nsur la fa\u00e7on d\u2019affronter ce mal, qui afflige l\u2019\u00c9glise et l\u2019humanit\u00e9, p\u00e8se sur\nnotre rencontre. Le saint Peuple de Dieu nous regarde et attend de nous, non\npas de simples et faciles condamnations, mais des mesures concr\u00e8tes et\nefficaces \u00e0 pr\u00e9coniser. Il faut \u00eatre concret<\/em>. Commen\u00e7ons donc notre parcours, arm\u00e9s de la foi et de l\u2019esprit de\nla plus grande parresia<\/strong>, de courage et du sens du concret<\/em> \u00bb. Il est clair que pour\nle Pape Fran\u00e7ois la synodalit\u00e9 et la volont\u00e9 d’affronter les d\u00e9fis auxquels\nl’\u00c9glise est confront\u00e9e avec parresia<\/em>, est le chemin \u00e0 suivre. Je ne\ndoute pas que ce meme esprit impr\u00e8gne votre Assembl\u00e9e Pl\u00e9ni\u00e8re alors que vous faites\nface aux d\u00e9fis pastoraux auxquels l\u2019\u00c9glise est confront\u00e9e.<\/p>\n\n\n\n

The other work dear to Pope Francis and which has\nimplications for episcopal conferences, is the reform of the Roman Curia.  The very title of the Constitution that will\nimplement this reform is instructive:  Praedicate Evangelium<\/em>.  It reflects what Pope Francis calls the\n\u201cmissionary option\u201d, one capable of transforming everything, \u201cso that the\nChurch\u2019s customs, ways of doing things, times and schedules, language and\nstructures can be suitably channelled for the evangelization of today\u2019s world\nrather than for her self-preservation\u201d (cf.\nno. 27, Evangelii Gaudium<\/em>).  This is both\nthe overarching and foundational basis for every administrative institution\nwithin the Church and accords with the Church\u2019s very nature as missionary.  Of course, among the guiding principles we\nnote subsidiarity and decentralization, with greater responsibilities assigned\nto individual bishops, as well as Conferences of bishops.  As Pope Francis noted in Evangelii Gaudium<\/em>: \u201cIt is not advisable for the Pope to take the\nplace of local bishops in the discernment of every issue which arises in their\nterritory <\/em>(no. 16). Excessive centralization, rather than proving\nhelpful, complicates the Church\u2019s life and her missionary outreach<\/em>\u201d (no.\n32).  How this will impart the work of\nthe Conference remains to be seen, but I am confident that this Assembly \u2013 You,\nthe Bishops of Canada, praying, thinking and acting \u201ctogether\u201d \u2013 will be\ncapable of taking up the added responsibilities and competencies that will be\nentrusted to you, in the spirit of proclaiming the Gospel.  <\/a><\/p>\n\n\n\n

50\u00e8me Anniversaire des Relations diplomatiques\nentre le Saint-Si\u00e8ge et le Canada<\/strong><\/p>\n\n\n\n

Le 15 octobre prochain, nous c\u00e9l\u00e9brerons le 50e\nanniversaire de l’\u00e9tablissement des relations diplomatiques entre le\nSaint-Si\u00e8ge et le Canada en 1969.<\/p>\n\n\n\n

Cet anniversaire offre l\u2019occasion de r\u00e9viser et\nd\u2019approfondir les relations entre le Saint-Si\u00e8ge et le Canada, mais aussi de\nconsid\u00e9rer les relations entre le Canada et l\u2019\u00c9glise catholique. En fait, entre\nla soci\u00e9t\u00e9 civile et la communaut\u00e9 religieuse il y a des fonctions et des\nservices propres \u00e0 chacune, caract\u00e9ris\u00e9e par des activit\u00e9s et des comp\u00e9tences qui\nsont distinctes mais pas distantes. Une collaboration mure et ind\u00e9pendante\nentre l’\u00c9glise et l’\u00c9tat dans la recherche du bien commun de la soci\u00e9t\u00e9 (cf.\nPape Fran\u00e7ois : Rencontre avec les \u00e9v\u00eaques de Madagascar, 7 septembre 2019) demeure\nune un d\u00e9fi permanent. <\/p>\n\n\n\n

In regards to the observance of the 50th<\/sup>\nanniversary, I can tell you that there is, both on the part of Canadian\nauthorities and on the part of the Holy See, the desire and intention to have,\nin the period between October 2019 and October 2020, some significant\ncelebrations, including the visit to Canada of a high authority from the\nSecretariat of State.   It is an event\nthat the Apostolic Nunciature will not fail to prepare in closest collaboration\nwith the executive of the CCCB.  <\/p>\n\n\n\n

            Finally, \u201cPastors with\njoy\u201d:  This is the word of Pope Francis\nfor you and which I reiterate together with my fervent wish, that these days of\nyour Plenary Assembly may be days in which is renewed and deepened within each\none of you, the joy of being a Pastor!<\/p>\n\n\n\n
